EDIPA : Data interchange system in port environments

The EDIPA (Electronic Data Interchange in Port Administrations) project, completed in two years (October 1998 - September 2000), involved cooperation in the INCO-COPERNICUS framework between Italian, Greek, Romanian and Bulgarian companies, with a view to providing support for the maritime communities of Pireaus (Greece), Costanta (Romania), Varna and Bourgas (Bulgaria) and Genoa (Italy).
The successfully achieved objective was to develop an online platform to support electronic document interchange between the operators in a maritime community, with particular reference to the situation in Romania and Bulgaria.
The platform created offers a channel through which a Service Center can distribute the services needed for automatic transactions of operating information required by an extended community of users. The modular platform was also designed to supply to Application Service Providers in order to include in their own systems.
After a survey of more than 200 operators in the five ports, three general purpose documents were implemented (Transport Instructions, Incoming Notice and Contract of Transport) and three messages in the container area (Arrival Notice, Gate in/Gate out and Bill of Delivery).
Data entry and exchange are based on web forms which can be accessed over the Internet. This provides a cost effective and completely non-invasive way of allowing numerous users to interchange documents.
The information content of the documents has been designed in compliance with EDIFACT, but the data structures themselves use the XML markup language.
